DEPARTMENT: Institutional Effectiveness, Planning and Compliance
REPORTS TO: Vice President, Institutional Effectiveness, Planning and Compliance
PRINCIPAL RESPONSIBILITIES:
1. Provides advice and assistance to the President and Board of Trustees on labor relations matters, including compliance with federal and state rules and regulations.
2. Represents administration (management) and participates in union negotiations and related collective bargaining agreement matters, as directed.
3. Coordinates the preparation of management proposals and counter proposals during union negotiations.
4. Serves as liaison to all employee unions and primary point of contact for issues related to collective bargaining agreements.
5. Develops and disseminates information regarding policies and procedures designed to maintain compliance with federal and state regulations, as directed.
6. Coordinates and monitors employee training to maintain compliance with federal and state regulations in collaboration with the Executive Director of Human Resources.
7. Seeks to ensure equitable and consistent applications of the provisions of the agreements, College policies and procedures, and laws as they pertain to the workplace.
8. Investigates and conducts hearings for employee grievances and complaints such as bullying, harassment, hostile work environment, and sexual harassment.
9. Assists the Human Resources Department with ongoing review and updating of employee handbooks.
10. Serves as Public Agency Compliance Officer and Title IX Coordinator for students and staff.
11. Collaborates with other administrators to ensure Affirmative Action and ADA/504 standards are met.
12. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
* Master's degree in Labor Relations, Employment Law, Conflict Resolution, or related field
* Five years' experience in public sector labor relations
* Experience conducting grievance investigations and hearings and preparing formal written reports
* Knowledge of federal and state regulations relating to compliance, including Affirmative Action, the Americans with Disabilities Act, and Title IX
PREFERRED QUALIFICATIONS:
* Juris Doctor degree (may be in lieu of a Master's degree)
* Experience working in an educational institution in New Jersey
* Experience working in higher education
* Excellent verbal, written, and interpersonal communication skills
SUPPLEMENTAL INFORMATION:
SCHEDULE: Monday - Friday, 8:30 a.m. to 4:30 p.m.
RETIREMENT: Pension Eligible
Any Middlesex County College employee hired after September 1, 2011 will have to meet the New Jersey residency law requirement.
