Requisition ID : 1106 Position Summary: Under the direction of the COO, the Operations Program Manager will manage various operational functions in support of START's clinical programs. He/she will collaborate with Clinical leaders to improve systems, processes and procedures - specifically, monitoring quality of care, managing operational efficiency, program planning, and assistingwith management of contract and clinical staff. The Operations Program Manager may be directly responsible for administrative oversight of small programs and/or contracts. Responsibilities: Program Management and Support Evaluate program performance in accordance with the regulatory, contractual and industry standards. Analyze trends in program productivity, identifying issues, and developing and recommending solutions. For programs under direct oversight: Direct, plan and coordinate the work of program staff, including recruitment, supervision and evaluation, training and team building. Maintains the Clinical Manual and the Operations Standard Operating Procedure, ensuring the documents are up-to-date, accurate and easy to use. Review, develop and improve program/operations policies and procedures to ensure maximum employee productivity and effectiveness in collaboration with other relevant stakeholders. Organize and attend departmental meetings to maintain effective communication. Facilitate activities of the Patient Advisory Councils: Update bylaws and procedures, facilitate meetings and events, seek to increase input from patients and persons served. Oversee and conduct system administration for START's medical record systems and external systems. External Relationships Manage the patient complaints process, ensuring complaints receive thorough and timely investigation. Conduct investigations into patient and regulatory agency complaints and support other departments in conducting investigations as directed. Act as liaison between START and certain external agencies. Privacy Officer Act as the designated HIPAA Privacy Officer. Advise staff on implementation of HIPAA regulations, and associated START policies and procedures. Investigate potential privacy breaches and determines corrective action plans. Strategy and Project Implementation Participate in long-term and strategic planning activities. Interface with vendors and partner agencies to ensure quality control and program success as guided by the COO. Lead special projects such as system implementations, organization re-design and process improvements. Any other duties as directed by immediate supervisor or designee. Travel and Work Expectations May be required to travel up 40% to START offices within NYC Ability to work occasional early mornings, evenings and weekends to meet the needs of the clinical operations. Qualifications: Bachelors level degree in Healthcare Management, Healthcare Administration or Business Administration or related field required. Masters level (MPH, MPA or MBA) preferred. 5 years work experience in a related position. At least 2 years' experience in non-profit healthcare preferred. Project management experience required with formal certification a plus. Working knowledge of business finance and budgets. Strong problem solving and group work leadership skills. Ability to interact with people of all ages and cultural backgrounds. Ability to work independently and as part of a team. Commitment to the organization's mission. Excellent computer skills and proficient in Excel, Word, Outlook, and PowerPoint. Excellent communication skills both verbal and written. Excels at operating in a fast-pace, multi-tasking community environment. Delegates responsibilities effectively. High comfort level working in a diverse environment.
